I. MEETING CALLED TO ORDER AT 7:00 P.M.
Officer/Committee Report,
ROADS AND GROUNDS, Len Price, Fences are being started for spring repair.
ARCHITECUAL REPORT, Len Price, defining and going over Rules and Regulations.
NEWSLETTER – Sheryl Heidenreich – Need Spring articles and volunteers to help with the newsletter.
Homeowner Communication
Stacey Sullivan asked about roofs and Len Price noted this is on the special assessment and come to the special assessment meetings on the second Tue of every month thru June. Also the contract for the Associations for the Engineering Consultant Services will be sign shortly. Adam Baker talked about watering and metering.

New Business
Virginia Smerlinski, board member resigned on 1-4-2002. Kevin Heap volunteered to serve on the board and the Board of Directors accepted his request. Len Price makes a motion to approve a maintenance person position for 20 hours a week. Ray seconded and passed unanimously. Kevin Heap brought up his personal involvement for the no thru traffic barrier for Rosewood Court. He would like to put a barrier in place on this road because of the 50 to 60 none resident cars going through twice a day at rush hour. The Board of Directors agreed Kevin’s involvement would be personal only and not as a Board Member. Posting on mailbox kiosk for next board meeting for homeowners to discuss Rosewood Court, no thru traffic.

ROADS AND GROUNDS, Kathy Glendenning, we have hired a part time Maintenance Person to start on the fence repairs.
ARCHITECUAL REPORT, Len Price, working on monthly ACC Requests.
NEWSLETTER – Sheryl Heidenreich – Need Spring articles and volunteers to help with the newsletter.
SPECIAL ASSESSMENT, Kathy Glendenning, we have a meeting the 2nd Tue. Of every month through June and presently we are talking about how the voting ballet will be broken down for repairs.
Homeowner Communication
Ruth Ann Watts concerned about the Pizza driver for Papa Johns speed and not stopping at lights. Property Manager will call manager of Papa Johns to stop this.

The contract for the Associations Engineering Consultant Services for Gillans Incorporated Engineering Consultant Services was signed.
New Business
Discussion for putting a barrier on Rosewood Court to stop traffic going through. Guests were Fred Starr (Develop. Review Manager for Town Of Parker) and Jim Drummond, Div. Chief of the Parker Fire Dept. Kevin Heap presented this as a homeowner only and why he wanted it closed because of the non homeowners using for access and endangerment of people, property and usage of T&C asphalt. Fred Starr said access should be for all and he would be against closing. Jim Drummond said it would take 3 more minutes to get to a fire or a person having a heart attack and this would be dangerous to all. The Board of Directors wanted to thank Kevin Heap for all of his hard work, diligence and concern. The Board has decided to table any further discussions until after the special assessment has been decided and voted on. Requested Kevin to cease any further actions or and contact with the homeowners and all resources for the Town of Parker until further notice.

Officer/Committee Report,
ROADS AND GROUNDS, Kathy Glendenning, Regarding sprinkler system being turned on and Landscaping coming along with attention this year to the over watering problem from last year.
ARCHITECUAL REPORT, Len Price, working on monthly ACC Requests for replacement of doors and windows as well as non-compliances.
NEWSLETTER – Sheryl Heidenreich – Need Spring articles and volunteers to help with the newsletter. The newsletter will be coming out in mid April.
SPECIAL ASSESSMENT, Kathy Glendenning, We are still meeting on the special assessment issues on the second Tuesday of every month through June for the homeowners questions and input. The association signed the contract with Gillans Incorporated, Engineering firm to over see the property for needs of repairs, painting and guttering presently and the up coming contractor bids and inspector of the work.

Pool contract with Flamingo Pools was signed pending being bonded and checking with Better Business B. good results.
New Business
Increase in water of 4.5% that at the lowest averages out to be and increase of $15,120 for the year if the homeowners used the lowest amount of water. Waste Management had an increase of $3.50 per 501 homes times 12 months and this is an increase of $21,042. for the year. Both of these at the lowest usage for water is a $36,162 increase for the association for 2002. This did not include all of the other increases for the other contracts. Len Price said we couldn’t do anything about the water increase but check on other Waste Companies for completive prices for next months review.
